The dope and the Yasukuni Shrine

In November Chon Chang-han arrived in Tokyo from South Korea.  He placed an explosive device in a restroom at the Yasukuni Shrine, causing a small explosion.  Then he proceeded to the airport and boarded a plane to safety in South Korea.  By the time Japanese authorities determined he was the culprit, he was safe in South Korea.

The Japanese authorities made request to South Korea concerning Mr. Chon Chang-han. However the South Korean administration of President Park Geun-hye (dope #1) refused to cooperate.  Perhaps dope #1 should have communicated with dope #2 (the bomb culprit Chon Chang-han).

Chon Chan-han on his own boarded a plane from South Korea back to Tokyo.  While going through Immigration he was identified as a person of interest and was arrested.  Why did the dope make it easy for the Japanese police and fly back to Tokyo?  Dope #2 said he came back to Tokyo because he wanted to see for himself the damage caused by the explosion.  An old law enforcement adage, the criminal always returns to the scene of the crime.
